If you are from these not supported countries than you can use this  WTAWTAW (Where There's a Will There's a Way) option.

 Now you have to register PayPal account using country USA,There you must have to use your correct name and you have to use your Name as same as Payoneer Master Debit Card. However if you dont know address of USA than you can generate US Address details with FAKE NAME GENERATOR. 
Please keep in mind that you are just using US address only and you have to use your  real name in PayPal account according to your Payoneer MasterCard, if you will not use your real name as your payoneer card, you will be unable to withdraw the money from Paypal to Payoneer if your Name is not Match with PayPal and Payoneer account via US Payment Service.

To Register Paypal Account You Need to Fill up The Following Details: 

1. Full Name (it must be the same as of your Payoneer Master Card.)
2. Address, City, State, Zip Code (Use it from the FAKE NAME GENERATOR Tool)
3. Phone number ( you don't have a valid phone number, you can use a fake one, but that might be a constraint in future.
4. Bank / Credit card details, you can skip it at the time of registration.

PayPal is considered the best and safest payment gateway to send or receive payments. Most of the companies on the internet prefer to make transactions via Paypal as it helps to send & receive the payments instantly without any delays. You can later withdraw the amount from your Paypal account to your Bank account in just few clicks. You can also purchase products and services through Paypal from many online retailers or service providers. In addition to withdrawal, your PayPal US account will also get verified once you'll link it with Payoneer's US payment service. Afterwards you can link your Payoneer Prepaid Debit MasterCard with your PayPal US account to lift up / remove any receiving / sending limits from Paypal account. 

Make sure don't use to access your Paypal account with any proxies.

How to Open an US Bank Account – Expensive Method

You can search in your local city if there is banks that gives this service. In my home town they ask for tons of papers and references. And a minimum deposit from USD$ 2000,00 to even USD$ 10000,00 (Yes, you read it right, ten thousands!).

 Open PayPal account

1. Complete register or create account PayPal
2. Confirmed email or verify email
3. Link Bank account information ( Routing and account Number) 

After linked bank account with PayPal

Paypal will now deposit two small amount within 2-5 business days to appear in your Payoneer's Transaction History (Statement). The amount will be less than $ 1 like $0.31 & $0.69. The amounts are randomly generated for every user. You need to enter the amounts in your PayPal account for that again click on complete the profile section and enter the amount of deposited by Paypal in your Payoneer and click on the submit button. 

Congratulations, now your Paypal account has been verified and you can easily withdraw your money from Paypal to Payoneer Debit MasterCard via US Payment Service.
